SITUATION IN ORGANISATION

Service provider to report to: OLT System Leader (UFR Engineering Manager in the absence)

CONTEXT AND ENVIRONMENT
• Major operated asset (OML130), with two major developments, AKPO and Egina. The launching of Egina’s basic engineering studies in Nigeria with Nigerian Engineering Companies and the Call for Tender of the Egina Project require a permanent mobilization of the Project Team based in Lagos to meet the objectives
• Trend towards local content issues and the domestication of the studies has hardened the Authorities’ stance towards the foreign oil companies
• The involvement of Nigerian Contractors in the EGINA Project will have to be optimized and controlled

SERVICE DIMENSIONS
Egina is a deep offshore development on the block OML130 in Nigeria operated by TOTAL Upstream Nigeria Limited, located 150 km from the coast.
The development in 1550 m water depth includes a spread moored large size FPSO of 240 POB associated to an offloading calm buoy, 2 production loops connecting 6 subsea manifolds with 20 production wells and 3 injection lines connecting 19 water injection wells. A 20km gas export line ties in to Akpo export pipeline to Amenam. Production is 200 kBPD of oil, 456 kBPD of water and 4,6 Mm3/d of gas export.
First oil is expected late 2014.
The Field Development Plan has been approved in March 2009 and the FID is expected before end of 2010. Main activities for the year 2009 and 2010 are the Basic Engineering studies in Nigeria and the preparation of the main contracts to be awarded early 2011. The management of the Egina integrated project is located in Lagos.

The offloading buoy will be a stand-alone package supplied to the project under an EPC type contract from a Nigerian yard for offshore installation by others. The offloading buoy package will also include onshore and offshore pre-commissioning / commissioning activities.

ACTIVITIES
Under the authority of the OLT System Leader and, in his absence of the UFR Engineering Manager, the service provider shall be in charge of:
• Supervising the definition of the Offloading Buoy (Functional requirements, engineering, fabrication, tests, installation, pre-commissioning)
• Ensuring that engineering is performed in line with COMPANY general specifications and issue proper derogations, if required
• Ensuring that HSE issues are taken into consideration during design
• Monitoring cost and planning for their activities
• .Supervising preparation of ITT specifications for Offloading Buoy detailed engineering/fabrication/installation/pre-commissioning
• Contribute to the writing of ITT scope of work
• Getting assistance from COMPANY Specialists, or third parties, if required, for specific topics
• Supervising preliminary engineering studies for Offloading Buoy performed by third parties Participating in definition of interfaces with other Packages
• Definition of required qualification tests
• Review Pre-project documentation and liaise with COMPANY Specialists for selecting codes/standards/specifications to be applied for engineering/fabrication/installation and pre-commissioning of Offloading buoy including moorings
• Follow-up of all Offloading buoy basic engineering studies and review of all related reports and documents
• Analysis of UFR Basic Engineering Contractor technical queries and preparation of comments and proposed answers to these queries
• Provide technical advice on the quality, reliability, maturity and confidence in proposed concepts
• Attend UFR Basic Engineering progress meetings and review MoM
• Participate in Project technical reviews
• Day to day follow-up in UFR Basic Engineering Contractor Offices of basic engineering studies for Offloading Buoy
• Reporting of any technical solutions which could interfere with other packages or activities of the Project
• Assistance to the PMT TEAM in the control of the Engineering Contractor

Demobilisation: to be confirmed. Minimum duration: until end of detailed design (end 2011)
 

Qualifications requises :

QUALIFICATIONS / EXPERIENCE OF SERVICE PROVIDER
• Engineering degree in a relevant discipline (offshore structural engineering, hydrdynamics, …)
• Between 5 and 10 years experience in Offloading Buoy engineering for deepwater Projects
• Good knowledge in structure/metallurgy/corrosion
• Good knowledge of international design codes / standards (knowledge of TOTAL general specifications a +)
• Practice of software used for moorings design (ARIANE….)
• Practice of offshore works
• Fluent in English language
