Description du poste :

As part of a transverse job, in a team, under the responsibility of a manager:
? Ensure that the HSE aspects in general (Health, Safety and Environment), and in particular the design safety issues of the EGINA design, in the Detailed Design Engineering phase of the FPSO are fully covered and addressed according to specification and Company requirements
? Liaise with the Project HSE Manager, the HSE Engineer, the Environmental Engineer and the Operational Safety Case coordinator who will be located in the central Project Management Team. Liaise on-site, as required, with the FPSO and Hull construction site safety superintendents, supervisors and technicians as well as the contractors own HSE specialists
? Ensure the adequacy of the FPSO contractor’s design, in compliance with regulations, reference documents and best practices, of the Project HSE plan throughout the remaining Project activities, namely: detailed engineering, construction, tow, installation, hook-up commissioning and start-up
More specifically:
• Assessment of HSE human resources skill
• Review of  HSE documents  construction and operating procedures
• Review of studies / validation of  Method Statements and JSA’s
• Review of concessions/exemptions
• Validation of reporting data
• Review of material and construction means
• Be part of evaluation of contractors and service providers
• Make proposals for contracts requirements

ACTIVITIES
1. Assure engineering input and quality for safety studies (safety concept, safety case, EIA input, QRA, specialist safety studies). Ensure, by appropriate Project Team liaison that these studies, address, as necessary issues arising from other Package activities (eg hazards associated with UFR, SPS and drilling and completions packages are to be addressed in the QRA)
2. Assure adequate engineering input and quality of key HSE drawings (eg fire and gas detection layouts, ESD logigrams, F&G logigrams, cause and effect matrices, escape route layouts, safety signage, safety equipment layouts, firewater P&IDs)
3. Ensure that the hazard identification studies are performed by the contractor in a timely manner
4. Ensure that CPY HSE policy and reference documents are understood and applied (HSE directives, rules, specifications, and procedures)
5. Take part in HSE meetings, as required, either by Company or by FPSO Contractor
6. Participate in actions for identifying and minimising risks, and the impact of activities, especially for simultaneous operations or in downgraded situations
7. Liaise as required with respect to any Company HSE visits to the FPSO sites (eg PTRs or audits)
8. Ensure that HSE studies and risk assessments undertaken for the design of installations properly permit  the safe execution of operational activities and facilitate eventual abandonment
9. Perform the studies needed prior to start-up of activities as part of compilation of dossiers (eg derogations) for obtaining authorisations either from the Company or from the Nigerian authoritie
10. Keep track of changes in relevant HSE regulations and plans for new regulations bearing in mind the contractual constraints.
11. Contribute to HSE performance improvement and associated monitoring
SERVICE DIMENSION
Egina is a deep offshore development on the block OML130 in Nigeria operated by TOTAL Upstream Nigeria Limited, located 150 km from the coast. The development in 1550 m water depth includes a spread moored large size FPSO of 240 POB associated to an offloading calm, umbilicals, 2 production loops connecting six subsea manifold with 20 production wells and 3 injection lines connecting 19 water injection wells. A 20km gas export line ties in to Akpo export pipeline to Amenam. Production is 200 kBPD of oil, 456 kBPD of water and 4,6 Mm3/d of gas export.
First oil is expected late 2014. The Field Development Plan has been approved in March 2009 and the FID is expected before end of the 2010 year. Main activities for the year 2009 and 2010 are the Basic Engineering studies in Nigeria and the preparation of the main contracts to be awarded early 2011.
The management of the Egina integrated project is located in Lagos.
