SERVICE TITLE - HSE CONSTRUCTION ENGINEER
TASKS
As part of HSE in a Project team and within TUPNI HSSE organization
- Contribute to the implementation of an effective HSE policy within the Egina Project Team and all the Project Contractors - covering protection of personnel, care for the environment and preservation of installations – and related reference systems
- Guarantee application, in compliance with regulations, reference documents and best practices, of the HSSE policy in the Egina Project activities (exploration, drilling, projects, production, abandonment)
- Advise Egina HSSE Manager on introduction of crisis management systems, ensure their operation, distribution and the preparedness of the relevant personnel
- Assess Contractors compliance to Egina HSE requirements

Position to report to: Egina Deputy and HSSE Managers
- Take part in definition of HSE Management plan and associated documents
- Prepare HSE criteria’s and audit selection for EPC
- Take part of HSE audit team during pre-selection phase of EPC Contractors
- Draft audit reports with compensate measures required
- Audit Basic Engineering Contractors offices and facilities and propose necessary improvements
- Coaches HSE supervisors at construction sites and provide them with recommendations suggestions and tools
- Establish the Egina Project HSE reporting and recording perimeter and ensure proper reporting from Contractors sites
- Participate in the definition of training plans for operative and discipline personnel
- Check on the level of HSE training of personnel employed (company and contractor)
- Contribute to the development of training courses at Contractors sites
- Provide specific discipline HSE training (on-the-Service, legally requisite)
- Prepare and ensure safety meetings for Egina Project team
- Verify that HSE policy and related reference documents are properly understood and enforced (directives, rules, specifications, procedures) at contractors sites
- Attend Contractors HSE meetings , safety talks, safety trainings at site locations
- Attend HSE site audits at contractors sites and issue reports with recommendation and improvement proposals
- Be part of preparedness of HSE meetings of the E&P Executive Committee
- Advise management in ways and means of identifying and minimizing risks, and the impact of activities, especially for simultaneous operations or in downgraded situations.
- Take part in the drafting of reference documents (directives, rules, specifications, procedures)
- Participate in/ ensure implementation of the HSE-MS and checks on its enforcement, efficiency and maintenance
- Take part in HSE studies and risk assessments undertaken for the design of installations, the execution of operations, for abandonment and any coordination needed
- Take part in/Organise audits of installations and operations, check on their conformity to reference documents
- Represent the company in relations with authorities, other operators and partners
- Verify and follow-up delivery of the appropriate authorisations needed for conducting operations
- Keep track of changes in HSE regulations and plans for new regulations
- Ensure coordination, reporting and transmission of feedback to HSSE Manager
- Assess the enforcement of HSSE provisions on the sites and in operating entities and/or for acquisition/transfer of assets
- Participate in the introduction of crisis and contingency management systems, check on their efficiency of their application
- Take part in preparedness for emergency situations via training and exercise plans
- Establish a monthly Affiliate reporting system on incidents, accidents, anomalies
- Take part in the incident, accident and anomaly investigations and analyses at contractors sites
- Prepare safety alerts and lesson learned from site incidents
- Ensure follow-up of Contractors HSE performances and necessary benchmarking
- Ensure the follow-up and execution of actions determined after incident, accident, audit and inspection analyses
- Assess and enforce HSE prevention measures and methods provided at site during construction phases

SERVICE DIMENSION
Egina is a deep offshore development on the block OML130 in Nigeria operated by TOTAL Upstream Nigeria Limited, located 150 km from the coast. The development in 1550 m water depth includes a spread moored large size FPSO of 240 POB associated to an offloading calm umbilicals, 2 productions loops connecting six subsea manifold with 20 production wells and 3 injection lines connecting 19 water injection wells. A 20km gas export line ties in to Akpo export pipeline to Amenam. Production is 200 kBPD of oil, 456 kBPD of water and 4,6 Mm3/d of gas export.
First oil is expected late 2014. The Field Development Plan has been approved in March 2009 and the FID is expected before end of the 2010 year. Main activities for the year 2009 and 2010 are the Basic Engineering studies in Nigeria and the preparation of the main contracts to be awarded early 2011.
The management of the Egina integrated project is located in Lagos.
