QAQC Coordinator (QAQCC)
Represent QAQC Manager within Work Package and, throughout contract execution, coordinate all QAQC-related activities, including in particular: quality planning, monitoring of Contractor's implementation of approved QA and QC Plans, quality surveillance of Contractor's QA and QC activities, and processing of all feedback collected.
Above duties to be performed with the support and assistance of assigned Company's Quality Surveillance Team, in close liaison with QAQC Manager and Work Package Manager respectively on quality management and operational issues which directly impact the quality of contract execution.
ACTIVITES / ACTIVITIES
1 - Quality planning
Make sure that Contractor has full and correct understanding of Company's contract requirements with specific focus on QAQC aspects and Final Documentation requirements thereof. In particular:
- Review and familiarise with input specifications and contract documents with focus on QAQC and Final Documentation.
- Clarify any ambiguous issues with Work Package Manager and QAQC Manager.
- Provide any advice on QAQC aspects of the contract to QAQC Counterpart in Contractor's organisation.
- Review and familiarise with Contractor's planned QAQC provisions as specified in QA and QC Plans.
- Attend kick-off meetings with focus on QAQC issues to be highlighted to Contractor before contract execution.
- Review resources and associated organisation set-up by Contractor for all phases of the contract execution for compliance with the provisions of Contractor's QA and QC Plans, with particular focus on Subcontractors and Vendors possibly involved.
- Continuously monitor the above during the course of the contract execution and report any updates of, changes to, potential gaps in or deviations from approved QA and QC Plans.
2 - Implementation of quality during contract execution
Monitor Contractor's overall implementation of scheduled QAQC provisions of approved QA Plan and QC and Inspection and Tests Plans. In particular:
- Review criticality analyses performed by Contractor for the various units of the contract in order to confirm the continued adequacy of 1: Contractor's unit-specific QC provisions and 2: Company's quality surveillance plan.
- Review and process Contractor's requests for information and for deviations on QAQC issues.
- Monitor changes possibly originating from Company (or interfacing contracts) and affecting input specifications and contract requirements, or from Contractor and affecting interfacing contracts.
- Assist QAQC Manager as required for processing of requests for derogations from Company's referential emanating from within Work package.
- Follow-up and supervise at overall Work Package level the Contractor's progressive compilation and updating of all required Final Documentation elements for all contract units, including sub-dossiers originating from Subcontractors and Vendors possibly involved in the contract execution, and report on progress thereof.
- Attend any ad-hoc meeting regarding QAQC issues during contract execution.
- Report on all the above to Work Package Manager and QAQC Manager.
3 - Quality surveillance of Contractor
Manage Company's Quality Surveillance Team to assure that all provisions of QC and Inspection and Tests Plans are adhered to throughout the execution of the work for all disciplines covered by Work Package. In particular:
- Periodically review the criticality of the various work units of the contract in order to confirm the continuous adequacy therewith of the Contractor's QC provisions.
- Liaise with QAQC Counterpart in Contractor's organization to monitor Contractor's operational and quality performance indicators.
- Review and process Contractor's nonconformance reports and requests for concessions.
- Confirm completeness of all sub-dossiers comprising altogether the Final Documentation, including those originating from Subcontractors and Vendors possibly involved in the contract execution.
- Review and resolve with Contractor any resource-related problems impacting quality possibly observed.
- Report any problems or potential delays associated with the above and general-purpose contract QAQC issues on an as-required basis to Work Package Manager and QAQC Manager.
4 - Feedback processing
Review Contractor's actual performance based on the quality surveillance inputs collected during the course of the execution with a view to maintain the QAQC provisions permanently adapted to the work under progress. In particular:
- Collect feedback from other subordinate quality-related positions assigned in the Work Package.
- Follow-up and monitor Company's own operational and quality performance indicators for Work Package.
- Manage periodic QAQC reporting to Work Package Manager and QAQC Manager.
- Analyse feedback and alert Work Package Manager and QAQC Manager in case of adverse trending or confirmed deviation from initial objectives.
- Liaise with Work Package Manager and QAQC Manager to define required remedial actions in case of deviation from initial targets and revise objectives accordingly, as required.
- Attend final debriefing meeting with Contractor on completion of contract.
- Feedback to Work Package Manager and QAQC Manager any suggestions for improvement related to implementation of QAQC within Work Package. |

Techniques / Technical Autres / Others
- Quality management, preferably in construction project involving lifting activities, civil/offshore works environments (4).
- Understanding of codes, standards and statutory / regulatory issues and associated qualification / certification requirements (4).
- Welding engineering and associated NDT (3).
- Technical documentation and records control and management (3).
- HSE management (2).
- Project management (2). - Fluency in English and French, both spoken and written, French is a great plus (4).
- Computer literacy a must (3).
- Good interpersonal and negotiation skills to interface efficiently with Contractor's QAQC organization (3).
LOCALISATION DU SERVICE / LOCATION
Likely Paris, with missions to Contractors' sites.
PROFIL REQUIS / REQUIRED PROFILE
- Graduate engineer, familiar with engineering, procurement, subcontracting and offshore/civil works construction activities.
- Minimum 5-year experience on large oil and gas projects, both onshore and offshore, in similar transverse support position.
- Rigorous, methodical and tenacious, with analytic mind and excellent editorial skills. Mobile.
- Preference given to profiles with significant proven practice in and interest for structural welding (steelwork, pressure vessels, pipelines, marine construction, etc.) and previous experience of setting up and managing associated record books, technical documentation and manuals.
